its the sidewalk (paviment probably) with some green water stuff….

Actually, it’s an alpine puddle (~13,000 feet), born from snowmelt, covered in a thin layer of ice. The rocks are underwater. There’s actually a big snowdrift off the right edge of the photo.
As for the green color, I suspect it’s ice crystals below the surface of the water. I’ve seen it before with snowmelt.
